Latoya Pendergrass is a dedicated and passionate leader in the field of social services, currently serving as Director and Program Supervisor for Ingleside, Cadia Rehab, and the State of Delaware. With over a decade of experience supporting children, families, and communities, Latoya has built a career rooted in compassion, equity, and empowerment.
Her journey began in education through the Communities In Schools program, where she worked closely with students across several Delaware schools, including McKean High School, A.I. Middle and High School, and Dickinson High School. It was during this time that her love for children and commitment to their growth and well-being truly flourished.
Latoya holds a Master’s degree in Administration of Human Services and is a Certified Early Childhood and School-Age Administrator in the State of Delaware. She is also on track to become a Certified Financial Social Worker—further expanding her ability to support families in holistic, sustainable ways.
Since launching her first summer program in North Wilmington in 2021, Latoya has been thrilled to celebrate its 5th summer—continuing to create safe, enriching spaces where children thrive.
Beyond her professional work, Latoya is a devoted wife and proud mother of four. Known in her community as “Mom to many,” she is a trusted mentor and source of strength for countless young people.

The Teach21 Enrichment Board of Directors is composed of dedicated educators, community leaders, and professionals who are passionate about educational equity and youth development. Together, they provide strategic guidance, ensure organizational accountability, and support our mission to empower students through high-quality enrichment programs.
Our staff members are highly trained and dedicated professionals who are passionate about working with children.They undergo rigorous training in partnership with DSAMH and are certified in CPR and first aid.
Our Youth Leaders play a vital role in supporting students through academic tutoring, mentorship, and enrichment activities. They assist with classroom management, lead small groups, and serve as positive role models. This hands-on position is perfect for teens and young adults looking to build leadership skills, gain experience in education, and make a lasting impact in their community.
